The NRPA CPSI paper-and-pencil examination is a two-hour, 100-question test administered at CPSI host locations: 95 scored questions across five domains (hazard identification, surfacing, playground environment, audit and inspection, risk management) plus five unscored beta questions. This guide is built on the candidate handbook effective August 4, 2025. It covers what the credential certifies, the scored content outline, the handbook's reference list, test-day rules, score reporting, and an original practice exercise on the Code of Professional Conduct.

What the CPSI credential covers

The NRPA Certified Playground Safety Inspector exam tests knowledge used to identify playground hazards, assess their injury potential and organize inspections.

According to the candidate handbook, the course aims to produce inspectors who can identify hazards on public playground equipment and grounds, rank those hazards by injury potential, and apply that knowledge to remove hazards and establish an inspection routine. The intended outcome is an inspector who can set up the basics of a sound risk reduction program, run a system of repair, retrofit, and removal of hazardous equipment, and maintain routine inspections for their agency or the playground owner.

NRPA is candid about the limits of the credential: it states that achieving CPSI certification does not by itself make you an expert in the public playground standard of care. Field experience applying the competencies is what builds expertise. Keep that framing in mind — the exam tests knowledge and its consistent application, not years on the job.

Format, timing, and how scoring works

You get 2 hours for a 100-question paper exam: 95 scored questions plus 5 unscored beta items, recorded on a separate answer sheet that is the only thing counted.

The exam has two physical components: a question booklet and a separate answer sheet. Both must be returned to the exam administrator at the end, and only answers on the answer sheet count. That rule should shape your practice — rehearse transferring choices to a bubble sheet, not just circling them in a booklet.

The proctor keeps the official time. Breaks do not stop the clock. You have 120 minutes for all 100 questions: an average of 72 seconds per item if you used the entire period answering. In practice, leave part of that time for checking your answer sheet. This arithmetic is a pacing aid, not an official per-question limit.

Five questions are unscored beta items. The handbook advises answering every question, including those you are unsure about: there is no penalty for guessing. Mark questions to revisit if time remains.

The handbook describes an expert-led, criterion-referenced process for setting the passing standard, but does not publish a numeric passing score. Your official score report determines your result.

The five scored domains and question counts

The exam's 95 scored questions divide into hazard identification (34), surfacing (18), playground environment (17), audit, inspection, and maintenance (15), and risk management (11), with 5 additional unscored beta questions.

Use the counts to check the balance of your preparation. Hazard identification has the most scored questions, but your own weak areas should also guide where you spend time.

The headings below identify the subjects to prepare. Read the referenced standards and guidance for the actual criteria, conditions and exceptions.

Reference materials the handbook lists

The handbook names eight references, from the free CPSC Handbook for Public Playground Safety to four paid ASTM standards, and advises reading every page of the two core documents while understanding rather than memorizing their tables.

These are the editions listed in the August 2025 candidate handbook. Check the current NRPA reference list and what your course registration includes before buying materials. The handbook identifies ASTM downloads as paid publications; it does not establish what every course host supplies.

For the CPSC Handbook and ASTM F1487, the handbook's own advice is to read every page, skip rote memorization of the tables, and concentrate on what the tables mean. For the CPSC Handbook it specifically directs attention to surfacing materials, use zones, equipment not recommended for public playgrounds or preschool-age children, recommendations for specific equipment types, and guardrails and barriers. For F1487 it says you must be very familiar with the document.

Test day rules at a host location

Bring valid government-issued identification with your photo and signature, matching the name on your application. Arrive during your host's scheduled check-in period.

Acceptable identification is a current driver's license, state ID card, passport, or military ID with photo and signature. Employer ID cards, student IDs, and any temporary identification are not accepted, and the name must match what you gave NRPA on your application. You also sign a roster on entry. Arriving without proper ID counts as a missed exam with no refund, and late arrivals after the test begins are turned away.

  • Pencils are provided at check-in; you receive one piece of scratch paper at a time and must return it to get your score report
  • You may not access personal items such as phones, watches, bags, books or notes during the exam. Follow the proctor's storage instructions; prohibited items seen or heard after testing begins can lead to dismissal.
  • No content questions during the exam; you may write concerns about an item on the back of the answer sheet
  • No eating, drinking, or smoking in the testing room
  • Hand both the booklet and the answer sheet to the administrator; answers left off the answer sheet are not counted

Eligibility, accommodations, and fees

You must be at least 18. Request accommodations through your course host when you register, and check the applicable lead time.

Candidates must be 18 or older. Under the Americans with Disabilities Act, you may request special accommodations in writing at registration through your course host, and NRPA recommends submitting requests 45 days before the exam.

If English is not your primary language, two options exist. A time extension requires the ESL Request Form from NRPA's CPSI resources page, signed by a supervisor, professor, or HR representative, submitted 45 days before the exam; approval adds 60 minutes to your testing time. Alternatively, you may request to use a strict word-to-word paper translation dictionary — no electronic dictionaries — submitted with your application; without a time extension you still complete the exam in the standard 2 hours. The dictionary is candidate-provided and inspected before and after the exam.

Check current registration fees with your host. No-shows and unsuccessful attempts do not receive a refund or transfer of fees to a later exam; a retake requires a new application.

Practice exercise: applying the Code of Professional Conduct

The Code requires complete reporting of adverse findings, prompt notification of seriously dangerous conditions and the owner's authorization before sharing findings with others.

The Code of Professional Conduct is a Risk Management topic and a listed exam reference. This original paper exercise uses its reporting and confidentiality duties; it is not an actual exam item.

Practice exercise

Assume you are a CPSI conducting an authorized inspection — the playground owner knows about it and has consented. Your inspection documents one seriously dangerous condition along with several minor non-compliances. The owner asks you to leave the serious finding out of the written report, promising to fix it quietly. The next day, a local reporter contacts you and asks what your inspection found. Based on the CPSI Code of Professional Conduct, how should you handle the report and the reporter's request?

Show answer

Include the serious finding in the written report, omitting nothing, and make sure the owner is advised of the seriously dangerous condition promptly and in writing. Do not provide your findings to the reporter; findings go only to the playground owner unless the owner authorizes release.

The owner's promise to fix the condition does not remove the duty to include adverse findings in the official report. The Code also requires prompt notification of seriously dangerous conditions. Sharing findings with the reporter requires the owner's authorization, which the scenario does not provide.

Scores, retakes, and keeping your certification

For paper testing, PSI sends scores to NRPA approximately three to four weeks after the exam. NRPA emails your result and score report once it receives them.

If you want to appeal, submit a CPSI Appeal Application to the CPSI Certification Committee in writing within 60 days of the exam date; appeals are reviewed at quarterly committee meetings. Unsuccessful candidates may reapply to retake the exam at a classroom course or a computer-based testing facility, following the same application procedures as before.

Certification starts when you pass. The handbook describes a three-year term ending on the first day of the month following the examination date three years later. Use the expiration date on your certificate for renewal planning and keep your NRPA contact details current.

For certifications expiring July 1, 2026 or later, holders with an active credential can renew by exam or through a completed continuing-education application. That alternative requires 2.0 CEUs earned during the certification cycle, including at least 1.0 in each NRPA competency group. Submit the complete application and payment before expiration. There is no CEU grace period; if the credential expires before a complete application is submitted, passing the exam is required to regain certification.

Successful candidates are added to the CPSI registry within about six to eight weeks of testing. Allow for the paper-result turnaround when an employer needs proof by a particular date.

How to prepare for the paper format

Read the core references, work through the five-domain outline and rehearse keeping your answer sheet aligned with the question booklet.

Read the CPSC handbook and ASTM F1487 in full, as NRPA recommends. For each outline topic, note the relevant reference section and whether you can explain its scope, conditions and exceptions. Revisit gaps instead of repeatedly rereading material you already understand.

Use a separate numbered answer sheet during paper practice. Check that each choice is recorded against the intended question number, especially after skipping an item. Practice reserving time to review the sheet; the exam counts the answers recorded there.
